      Officially founded in Beijing in November.
      Signed the first consulting contract, served as the financial consultant of Suzhou Zhenya Group applying for the World Bank loan and successfully completed the financing.

      1997

      Proposed the company's business strategy: major cities, key customers, sizeable projects, large-scale partners.
      Cooperated with the Investment Department of the State Planning Commission (predecessor of the National Development and Reform Commission) to publish and issue the BOT Project Operation Manual, which is the first professional book systematically introducing the operation methods of BOT projects in China.
      Served as the investment consultant of Mitsui-Thames consortium in bidding for the BOT project of Chengdu No. 6 Water Plant, and provided its first-ever consulting services for a Fortune 500 company.

      1998

      The company moved from Haidian District Mucai Building (predecessor of CECEP Building) to Tongtai Building, Financial Street, Beijing, and became the first batch of companies to settle in the Financial Street.
      Served as the leading consultant for the BOT project of Beijing No. 10 Water Plant, rendering services for the central city government for the first time, which posed significant impact on China's municipal public reform in the following years.

      2000

      Served as the consultant for market-oriented financing project of Beijing Xihongmen affordable housing (about 2 million square meters), solved the problem of affordable housing required for the relocation of south of Beijing city, and gained its foothold in the field of urban development financing.

      2001

      Launched the first institutional reform, defined the core businesses of infrastructure investment and financing consulting, management consulting and international business consulting, which were under the respective charge of the three founders, and explored the new path of the company growth.
      Jointly worked with KPMG Washington Office to complete the development strategy project of China Development Bank, of which technical assistance was jointly provided by the World Bank and ADB. This project has provided important support for China's decades of rapid growth, and launched dozen of cooperation with KPMG offices in London, Hong Kong and other places.

      2002

      The BOT Project Lecture was serialized in 12 issues of the China Investment magazine sponsored by the National Planning Commission to comprehensively introduce the knowledge related to the BOT project operation.
      Entrusted by the Urban Construction Department of the Ministry of Construction to carry out a special study on the Opinions on Accelerating the Market-oriented Process of the Municipal Public Sector (“Opinions” in short). The introduction of the Opinions signaled that China's PPP had entered the promotion stage.
      Served as the consultant of the research program on ADB's technical assistance to the National Economic and Trade Commission/National Development and Reform Commission on SME financing mechanism, and played important role in solving the financing difficulties encountered by more than 90% of China's enterprises.
      The founding partner of Wu Yue resigned.

      2003

      Infrastructure investment and financing consulting business went beyond Beijing and entered Harbin, Hefei, Hangzhou, Nanjing and other central cities.
      The column Dayue Concept of Urban Management was opened in the China Investment magazine to comprehensively discuss problems and solutions encountered in urban management.

      2004

      Served as the lead consultant of the Cambodian SME development policy consulting project technically assisted by ADB. The project was the first-ever non-engineering consulting project with ADB's international consultant served by a Chinese consulting agency.
      Comprehensively served Beijing's infrastructure projects: Dayue Consulting served as the consultant for the seven infrastructure projects with contract signed at the Olympic project promotion conference of the year.
      Published the book titled Franchise and Industrialized Operation of Public Utilities, which is the first professional book in China to introduce the franchise of municipal public utilities, and has played a role in promoting the market-oriented reform of public utilities in China.
      The TOT project of Hefei Wangxiaoying Sewage Treatment Plant was signed contract, and its high premium received high level of attention by the industry over extended time. The project has created a model for the market-oriented operation of public utilities in China, and set a benchmark for the industry through the water price determined through competitive bidding.
      The signing of the PPP project of Beijing Subway Line 4, which is the first subway franchise project in China, has provided a successful case for promoting the marketization of non-profit projects. This project is the first of its kind called PPP in China.

      2005

      It was rated as China's No.1 excellent professional consulting companies in 2005 by E20 Enviroment Platform and other media.
      The equity transfer project of Lanzhou Water Supply Group attracted wide attention from the society and extensive thinking about the industry due to its high premium. Later, more than 2 million pieces of information were available online. The central government conducted a special research on the project, of which the research report affirmed the project achievements.

      2006

      The book titled Dayue Method of Urban Management was published to systematically introduce the typical experience of Dayue Consulting accumulated in the operation of dozens of public utility projects across the country.
      The infrastructure investment and financing planning project of Changyang Town, Fangshan District passed the expert review organized by the Systems Engineering Society of China, and was highly affirmed by experts as a typical case of system engineering that can be applied to urban development.
      The tenth anniversary of the company founding saw its footprint covering 18 central cities across the country, involving a total investment of more than 100 billion yuan and nearly 60 professional consultants. Celebrations were held in Hunan, and Beijing Dayue Hope Primary School was endowed in Ningxiang, Hunan.

      2007

      The BOT project of Qingdao Bay Bridge, the longest bay bridge franchising project in the world, was successfully operated.

      2008

      Started to study the debt and development issues on urban investment, published a series of professional articles on urban investment, and became one of the earliest research institutions focusing on urban investment in China.
      The founding partner of Zhou Xiaoli resigned.

      2009

      Developed the company's development strategy and defined its mission, vision and core values.
      Launched the second institutional reform, piloted departmental partnership, and set up two business units, namely infrastructure and urban development.
      The publication of Investment and Financing Planning filled the gap in the field of investment and financing in the construction of new towns and development zones in China, and provided a set of effective and systematic methods for the government to scientifically promote urban development.
      The restructuring and property rights transfer project of Fuzhou Gas Company was officially signed, signaling a benchmark project for franchising China's gas industry.
      As a long-term consultant of Yunnan Investment Group Construction Company, Kunming became the 30th central city receiving services of Dayue Consulting. So far, Dayue Consulting's service areas have covered major central cities in China.
      Published Solving the Urban Construction Dilemma: Interpretation of the Changyang Model, based on successful consulting cases, systematically introduced the concept and methods of investment and financing planning, bridged between urban planning and construction, and led regional scientific and sustainable development.

      2010

      The Huangshan Downtown Infrastructure Investment and Financing Planning Project successfully passed the expert review and the first project in China with urban investment company as the main body to prepare the investment and financing planning was completed.
      The book titled Solving the Dilemma of the Urban Investment Corporation: Exploring the Genes of China's Economic Development was published, which was the first monograph in China to interpret the urban investment corporation from the perspective of urban development and system science, providing fresh perspective for the urban government to implement urban development.
      The book titled Chinese Practice of Waste Treatment PPP was published. Based on the experience of providing consultation for the government, the book systematically introduced the key points of standardized operation of waste treatment PPP project financing in China, providing an important reference for the government to operate waste treatment PPP projects.
      Together with a number of urban investment companies across the country, the exhibition themed Organic City/Smart Growth was launched at the Shenzhen Housing and Urban-Rural Development Fair to guide urban development out of the barbarous growth cycle.
      Successively served as the general consultant of new town development in Lanzhou, Jinzhou and other cities, and developed a new mode of consulting services.
      Responsible for the research on five sub-topics of Beijing's 12th Five-Year Plan, involving total investment exceeding five trillion yuan.

      2011

      Served as the chief consultant for the planning of Haikou's investment promotion activities, successfully held the Haikou 12th Five-Year Planning outline and major investment project press conference, and proposed and practised the concept of "systematic investment invitation" for the first time in China.
      Completed the project on internal control system design of Xining Water Supply Group, and explored ways to address the problems encountered by public enterprises via management improvement.
      Studied the scheme of adopting TOD mode in Shenzhen Metro Line 6 project, and proposed solutions for sustainable development of domestic rail transit.
      A series of celebration activities were held for the 15th anniversary of its founding, and the activities of all employees to Thailand pushed the celebration to a climax.
      Summarized and improved the second reform plan integrated with the problems exposed by emergencies, which laid the institutional and mechanism foundation for rapid growth in the next decade.

      2012

      The Capital Environmental Construction Commission released the 12th Five-Year Planning Outline for Urban and Rural Environmental Construction in the capital city, which was prepared with the assistance of Dayue Consulting. The outline innovatively explored the direction of urban development and improved the quality of the city from the perspectives of ecology, facilities and environment.
      Published the Practice of Market-Oriented Infrastructure Investment and Financing, which is the designated guidance textbook for the professional continuing education of tenderers of the China Tendering & Bidding Association. The author was invited to record online training courseware for the course of Practice of Market-oriented Investment and Financing in Infrastructure.
      Participated in the establishment of the China Public-Private Partnership (PPP) Research Professional Committee of the Society of Public Finance of China under the Ministry of Finance and became a founding member.
      The development concept of "closed operation" of the national park was proposed in the research project of the development mode of Mei'an Technology New Town in Haikou National High-tech Zone, and formulated with a reasonable development sequence, which explored the innovative implementation path of investment and financing for starting the construction of the park with a small amount of government funds.
      Undertook the Water Market-oriented Policy and Practice sub-forum of the 7th China (International) Water Summit Forum, unveiled the truthful face of project implementation and market-oriented operation, analyzed and interpreted the market-oriented policy.
      Won the 2012 Star of Water - Best Consulting Service Enterprise award in the 2012 "Star of Water" selection activity held by the Chinese Hydraulic Engineering Society and others.
      The Third National Public Satisfaction Survey of Service Industry and News Release Ceremony, sponsored by the Economy magazine, was held in the press release hall of the Great Hall of the People, and won the Best Model Brand of National Engineering Consulting Service Customer Satisfaction.
      Participated in the 6th China Urbanization International Summit, signed a strategic cooperation agreement with the China International Urbanization Development Strategy Research Committee, and jointly launched the large-scale public welfare activity themed on Search for Chinese Urban Personality, which is committed to addressing the problem of urban development homogeneity and cultivating and improving the charm of Chinese cities.

      2013

      Completed the post-TOT evaluation and negotiation project of Zhengzhou Sino-French Water Co, Ltd. and won the second prize of the National Excellent Engineering Consulting Achievement Award issued by the China National Association of Engineering Consultants in 2012.
      The Hefei franchise project of kitchen waste treatment was launched, further extending the consulting business in the field of waste treatment.
      The Southern Office was officially founded in Shenzhen and later renamed as Dayue Consulting Shenzhen Office, rendering itself the first office established by Dayue Consulting outside Beijing.
      Craig Sugden, an ADB PPP expert, visited to seek cooperation and acquaint ADB with the current situation in this field in China.
      The Urumqi streetlight contract energy management project was officially launched, and the consulting services entered a new field.
      Published the Urban Development Investment and Financing Planning Practice, analyzed the challenges encountered by urban construction at that time, and proposed to use the investment and financing planning method, focused on the link of overall planning of funds, and promoted the implementation of the plan.
      It won the prize of Star of Water: Best Consulting Service Enterprise in Water Affairs awarded by Chinese Hydraulic Engineering Society.

      2014

      The contracts for Beijing’s investment projects on township sewage treatment plants were initialed, and the bundled financing mode for township infrastructure construction has been successfully financed.
      China PPP Salon was jointly held with the PPP Special Committee of the Society of Public Finance of China of the Ministry of Finance. The Salon was held once a month for 12 times a year with the theme on discussing PPP cases. Many domestic PPP talents have joined the PPP industry from participating in this activity.
      Urumqi signed a contract for the project of resource utilization and harmless treatment of kitchen waste, and became the first batch of pilot projects of the National Development and Reform Commission.
      Published Dayue Essays on Urbanization and PPP. The book set its foothold on the practice of urbanization and PPP in China, and gathered the thoughts of practical problems in the process of providing services for urban construction in the past 20 years.
      The World Bank PPP Special Business Group visited and exchanged views on the development process, status quo, challenges and trends of PPP business in China.
      The Premier and two Vice Premiers led a delegation to visit Russia. The General Manager accompanied the delegation and submitted to the central leadership the Suggestions on Doing PPP Work Well under Current Situation.
      The Hangzhou office was officially founded.
      The general manager gave a lecture to the mayor class of the National Academy for Mayors of China hosted by the Ministry of Housing and Urban-Rural Development. The students involved the mayors and deputy mayors of 20 provincial capitals and deputy provincial cities and 18 prefecture-level cities.
      The Ministry of Finance announced the first batch of 30 government and social capital cooperation model (PPP) demonstration projects, and six projects provided by Dayue Consulting were shortlisted.
      Chizhou Municipal Sewage Treatment and Municipal Drainage Facilities Procurement Service Project signed a contract and became the first project to be implemented in the first batch of demonstration projects of the Ministry of Finance, known as the Chizhou Model of PPP projects in the industry.

      2015

      CCTV Discovery Tour Channel launched its program titled Influential People: China's PPP Promoter - Jin Yongxiang.
      A non-profit research institute, Dayue Infrastructure Research Institute, was founded in Shenzhen, which is dedicated to the research of PPP and urbanization-related topics and provides decision-making support for governments at all levels to formulate policies.
      The PPP Center of the Ministry of Finance, the Economic Research Institute of the National Development and Reform Commission and the Infrastructure UK of The Treasury organized and held a PPP development seminar. At the invitation of the United Kingdom, the General Manager presided over a special forum on new development and new methods of PPP.
      China PPP Demonstration Project Report was published. This book summarized the relevant reports of 12 typical PPP demonstration projects from domestic mainstream media, and had a favorable reference role in promoting the healthy and standardized development of PPP.
      The China National Association of Engineering Consultants announced the list of winners of the 2014 National Excellent Engineering Consulting Achievement Award, and the Practice of Urban Development Investment and Financing Planning won the national first prize.
      The National Development and Reform Commission announced 13 classic PPP cases, including the PPP project of Beijing Subway Line 4 and the TOT project of Hefei Wangxiaoying Sewage Treatment Plant.
      The General Manager and Xu Kunlin, Director of the Investment Department of the National Development and Reform Commission, served as the guest of the CCTV "Dialogue" column to give view on the National Generous Investment.
      The 7th China-UK Economic and Financial Dialogue PPP Roundtable was held in Beijing. Vice Premier Ma Kai and British Chancellor of the Exchequer George Osborne co-chaired the meeting. The General Manager, as one of the guest speakers on the Chinese side, communicated with the British side.
      The Ministry of Finance announced the list of 206 PPP demonstration projects in the second batch, and 49 projects provided by Dayue Consulting were shortlisted.
      During the visit of an official from the Infrastructure UK (IUK), the general manager exchanged views with the guests on their concerns about China's PPP.
      Jointly initiated the establishment of Jianhe Investment Management Company together with China Construction Bank and Cinda Asset Management Company, and jointly initiated the establishment of Pingyue Fund Management Company together with Ping An Securities.

      2016

      Jointly hosted the First Summit Forum of China PPP Hundred-Participant Salon together with China Construction Bank and Ping An Group, with more than 700 participants including the Director of the Finance Department and the Director of the PPP Center under the Ministry of Finance, the Deputy Director of the Urban Construction Department under the Ministry of Housing and Urban-Rural Development, the Deputy President of China Construction Bank and the General Manager of Ping An.
      The Ministry of Finance, the British Embassy Beijing and the China Law Society held an international seminar on the construction of the PPP rule of law in Beijing. The General Manager was invited to chair the thematic discussion and give keynote speech titled "Legal Issues concerning Land Acquisition in PPP Projects".
      The list of national underground comprehensive pipe gallery in the second batch of pilot cities was announced, and consultancy services for 5 out of the 15 shortlisted projects were provided by Dayue Consulting.
      China Investment Association and China Tendering & Bidding Association launched the evaluation of top 100 PPP consulting service institutions in 2015, and won the top prize.
      The General Manager served as the chief expert of the National Development and Reform Commission Franchise Legislation Research (ADB Technical Assistance) project concluded. The representatives of the National Development and Reform Commission, ADB, the Ministry of Finance and the Legal Affairs Office of the State Council highly affirmed the research results.
      Set up offices in Changchun, Kunming and Wuhan.
      The 20th anniversary celebration of the company was held in Vietnam, and 1 million yuan was invested to set up the PPP thesis guidance plan for college graduates.

      2017

      The General Manager was invited to Party School of the Central Committee of C.P.C for five trips to give lessons on PPP for the Training Class of CPC County Committee Secretary.
      The the B&R Initiative PPP Seminar was held in conjunction with the The UK-China Infrastructure Academy (jointly established by the National Development and Reform Commission and the Treasury of UK), University College London, China National Association of Engineering Consultants and China International Contractors Association (CHINCA).
      The General Manager instructed PPP for central government officials from Latin American countries and Bangladesh.
      The PPP project of Harbin underground comprehensive pipe gallery won the first prize of the National Excellent Engineering Consulting Achievement Award issued by the China National Association of Engineering Consultants, and is the only PPP consulting project nationwide that won the award.
      Served as the vice chairman unit of the China PPP Consultation Forum organized by the National Development and Reform Commission.
      The release of the special film titled Dayue, the Tide-Making Era to commemorate the 20th anniversary of the founding of the People's Republic of China has reverberated strongly in the industry.
      A PPP policy salon was held involving central government departments, central enterprises, financial institutions and private enterprises. The reporter of Xinhua News Agency submitted the results of the salon to the central senior officials through internal reference.
      The paper The Mission and Way Out of Chinese-style PPP was published to explore the major understanding issues of Chinese-style PPP, so as not to be mis-labeled as implicit debt.

      2018

      Actively responded to the dramatic changes in the PPP market situation, made business strategy adjustments, switched from expansion-oriented business strategy to robust-oriented business strategy, and made long-term planning for reserving sufficient funds.
      Based on the needs of business strategy transformation, promoted organizational reform, strengthened capacity building from three aspects, improved the operation mechanism of business unit, added two management departments, and attached the quality management department to the research institute.
      Accounted for 15% of the first four batches of demonstration projects of the Ministry of Finance, and participated in more than 35% of the pilot projects of the Ministry of Housing and Urban-Rural Development and the Sponge City. The market share of the company keeps ahead.
      Set up offices in Harbin, Nanjing, Taiyuan and other places.
      Actively involved in the the B&R Initiative, expanded international business opportunities in many countries, and was shortlisted as a PPP advisory service provider by the Bangladeshi government.
      The company song titled We are Dayue People was officially released. Songs recorded by Dayue Chorus were launched on major music platforms and websites.
      "Dayue Big Data" continued to release the National PPP Management Database Dynamic Weekly, which was welcomed by the industry and cited numerously by mainstream media. Big data have become integral to the consulting team.
      The Reform and Innovation of Urban Infrastructure Investment and Financing: Concept And Practice of PPP, compiled by Dayue Consulting experts organized by the National Academy for Mayors of China of the Ministry of Housing and Urban-Rural Development, was published.
      Highlighted integration of PPP and national conditions, held a PEP special salon at the Third China PPP Academic Summit Forum of National Universities, and formed a broader consensus on PEP.
      The Chairman was elected as the Deputy Director of the PPP Special Committee of the Society of Public Finance of China and the Standing Committee of the Performance Management Special Committee, and also served as the Deputy Director of the Franchise Special Committee of the China Tendering & Bidding Association (CTBA) and the Deputy Director of the China PPP Consultation Forum.

      2019

      Set up offices in Nanchang, Jinan and other places.
      With a number of PPP projects approaching the implementation stage, five trainings on public welfare performance management were carried out in Beijing, Wuhan, Chengdu and Hangzhou to escort the whole process of PPP.
      At the invitation of the PPP Center of the Ministry of Finance, the sub-forum of the "fund pooling model" of the Fifth China PPP Development (Financing) Forum was hosted. After the meeting, the article titled All Parties Expect Organic Combination of Special Bonds and PPP was published, which evoked strong resonance in the industry.
      The third high-level PPP policy salon was held, and the concerned departments of the central government, central enterprises, financial institutions and private enterprises were invited to participate. The Discussion on PPP Operation Process Optimization of New Projects was prepared in line with the content of seminar, which is used for reference by concerned departments in legislation and policy revision.
      Assisted in publishing the book titled Record of the Development of Chinese-style PPP.
      Mr. Zhang Qianyu, professor of University College London and former executive director of The UK-China Infrastructure Academy, visited and studied at Dayue Research Institute, and incorporated Dayue Consulting's management practice into the International Business School classroom as an MBA teaching case.
      Shenzhen Pingyue Fund Management Co., Ltd. completed its strategic restructuring and held 100% shares of Dayue Consulting.

      2020

      Persisted in providing on-site or online services to customers during the COVID-19 and won praise from customers. The commitments of no-salary-cuts and no-layoff boosted the staff morale and stabilized the team.
      Significant results were achieved in business innovation. The proportion of PPP business decreased from more than 90% to less than 50%, and the diversified business pattern took shape.
      Dayue International officially opened in London, UK. Dr. Zhang Qianyu, a former professor of University College London, joined and served as CEO.
      The independently developed PPP whole-process management system was officially launched, and many customers began to use it, so that the development of PPP into the digital era was ushered in.
      Set up new offices in Shenyang and Nanning.
      The publication of On Chinese-style PPP is the first time in China to comprehensively discuss the mission, essence, vision and other major issues of Chinese-style PPP, and the book was gifted to the Party School of the CPC Central Committee upon request.
      The event themed on Dayue PPP Guidance Plan for College Graduation Thesis concluded successfully, with 153 students completing PPP-related graduation theses through financial assistance by 1 million yuan in five years.

      2021

      Dayue Party Branch established and organized staff to celebrate the centennial of the founding of the Communist Party of China.
      A series of celebration activities were held for the 25th anniversary of its founding, and the Dayue Jiyu Scholarship was set up at Harbin Institute of Technology.
      The business transformation has been substantially completed, forming three major business segments: investment and financing consulting, management consulting and engineering consulting.
      Published the paper titled PPP Approaching Maturity Stage during the 14th Five-Year Plan. Further to the development process of PPP following the exploration stage, pilot stage, promotion stage, repeated stage and popularization stage of PPP, the development of PPP approaching the sixth stage, namely the mature stage was proposed.
      Donated flood relief fund to Zhengzhou, medical devices for pandemic prevention to Ejina Banner, Inner Mongolia, and pandemic prevention materials to Zhangjiajie.
      Among the nine REITs pilot projects of the first batch of the National Development and Reform Commission, the projects that the company-rendered services became the underlying assets of the two projects of Shougang Green Energy and Shouchuang Water, and the company invested in Shougang Green Energy REITs as strategic investors.

      2022

      The company approached the third development period and comprehensively promoted the secondary partnership system.
      The team size scaled a new height, exceeding the highest level in 2017.
      More than 60% of professionals were closed down due to the pandemic, and the cumulative time of close-down exceeded 5 months. Online officing and other ways were adopted to ensure the continuity of consulting services.
      Cooperated with local governments to accept the national PPP special audit.
