Managing Director of Dayue Consulting, General Manager of the No.8 Business Unit, Senior economist, the first batch of experts in the PPP expert database of the Ministry of Finance, and experts in the PPP expert database of Zhejiang Provincial Department of Finance, Hubei Provincial Department of Finance, Henan Provincial Department of Finance, Shaanxi Provincial Development and Reform Commission and Jilin Provincial Department of Finance; once served as a contract-signed teacher of the School of Continuing Education of Tsinghua University and a part-time tutor of postgraduate students of Shanghai University of Finance and Economics.

Since joining Beijing Dayue Consulting Co., Ltd. in October 2008, he has been serving as the Managing Director of the Business Department of Beijing Dayue Consulting Co., Ltd. to date. From 2014 onset, accumulated rich practical experience in PPP projects and profound understanding of PPP industry in the fields of sewage water supply treatment, water ecological comprehensive treatment, underground comprehensive pipe gallery, rail transit, expressway, municipal road, municipal infrastructure, park development, sponge city, characteristic town, and urban renewal. Also experienced in area development, ABO, TOD and other government investment and financing models. Acquainted with laws and regulations, policy provisions and operation specifications, and be familiar with professional knowledge of project management, financial work, engineering technology, and government investment and financing. Served as the project leader of nearly 100 PPP projects, many of which were rated as PPP demonstration projects of the Ministry of Finance, with strong comprehensive analysis and judgment ability.

Lectured PPP-related theoretical knowledge and operational practice for officials at or above the level of relevant government departments e.g. Shenyang Development and Reform Commission, Ordos Finance Bureau, and invited by the Shanghai International Banking & Finance Institute to instruct courses on project investment and financing.

Authored the China PPP Demonstration Project Report, Dayue Essays on Urbanization and PPP, Urban Development Investment and Financing Planning Practice and other works, among which Urban Development Investment and Financing Planning Practice won the first prize of 2014 China's Excellent Engineering Consulting Achievement.
